The land of Canaan has now been subdued before the people of Israel and battles have largely ceased. But there remains a need for law, for the establishing of a civil order that will maintain the hard-won peace. God did not leave Israel to their own devices but gave them instructions on how to set up rule and regulation in such a way that would allow for peace to stay in the land.
