Last year, Vice President J.D. Vance gave a barnburner of a speech, accusing European allies of restraining free speech and giving succor to the European far right. This year, Secretary of State Marco Rubio gave a more conciliatory set of remarks that nonetheless signaled that there were some fundamental changes happening in the relationship.
